Annual report on open access in Sweden

As part of the government assignment to coordinate, monitor and promote cooperation in the work on open access to scholarly publications, the National Library of Sweden (Kungliga biblioteket, KB) today publishes a report that highlights the development of open access in Sweden.

The report summarises statistics on open access, accounts for the total costs of scholarly publishing for Swedish higher education institutions, as well as outlines ongoing work to coordinate the national undertaking and efforts to promote open access.

Development in Sweden

Seventy per cent of all Swedish peer-reviewed scholarly articles in 2022 were published with immediate open access, an increase of three percentage points compared to 2021. In a longer perspective, the development of open access seems to be levelling off and entering a period of slower growth. The report discusses different factors affecting the development.

In connection with the report, data on open access in numbers have been updated on the KB website (only in Swedish). Earlier, KB reported on the costs of scholarly publishing for Swedish higher education institutions.

EU Council conclusions on open access

The report also accounts for the conclusions on open scholarly publishing from the Competitiveness Council of the European Union, adopted on the 23rd of May 2023, during the Swedish presidency of the Council of the European Union.

The Council conclusions highlight areas important for expediting the transformation to open science while contributing to high quality, effectiveness and impact of scientific results. Costs for scholarly publishing, challenges in peer review, and copyright legislation are among the areas addressed. The conclusions will be implemented in the Swedish national guidelines for open science, which KB is assigned to develop and to publish in January 2024, as well as in other contexts.

Government assignment on national guidelines for open science

As of June 2022, the National Library of Sweden has a government assignment to establish national guidelines for open science. The assignment will be reported on 15 January 2024 at the latest.
