Studie om interna omfördelningsmodeller av kostnader inom Bibsamkonsortiet
De senaste åren har Bibsamkonsortiet tecknat transformativa avtal där öppet tillgänglig publicering står för en del av kostnaden. En oberoende konsult kommer nu att utreda och ta fram förslag på modeller för hur kostnaderna kan fördelas mellan de deltagande organisationerna. [Read the article in English below]
I dagens avtal som enbart ger rättigheter till att läsa e-tidskrifter baseras kostnaden på olika parametrar som till exempel tidigare (tryckta) tidskriftsprenumerationer eller antal helårsstudenter och forskare. De här parametrarna är inte optimala för att räkna ut pris per organisation i ett transformativt avtal som omfattar både läs- och publiceringsrättigheter.
Bibsamkonsortiets styrgrupp har därför valt att ta in en oberoende konsult för att ta fram olika scenarier över hur kostnaderna skulle kunna omfördelas och hur de kan påverkar olika typer av organisationer.
Tre konsultfirmor lämnade anbud och den som fick uppdraget var Robert Consultancy. Robert Van der Vooren är en konsult från Nederländerna som har lång erfarenhet inom området som bland annat nationell projektledare för det nederländska konsortiets övergång till öppen tillgång.
Uppdraget inleds under juni månad med intervjuer med utvalda organisationer inom konsortiet samt internationella experter och avslutas med en slutrapport i oktober 2019.
[In English]: Study on internal cost reallocation models within the Bibsam consortium
In recent years, the Bibsam consortium has signed transformational agreements where Open Access publishing accounts for part of the cost. An independent consultant will now investigate and produce scenarios for models for how the costs can be distributed among the participating organisations.
In agreements that only gives rights to reading e-journals, the cost is based on various parameters such as previous (printed) journal subscriptions or number of full-time students and researchers. These parameters are not optimal for calculating the price per organisation in a transformative agreement that includes both reading and publishing rights.
The Bibsam consortium steering committee has therefore chosen to engage an independent consultant to develop different scenarios on how the costs could be reallocated and how different scenarios can affect different types of organisations.
Three consulting firms submitted tenders and the one who got the assignment was Robert Consultancy. Robert Van der Vooren is a consultant from the Netherlands who has extensive experience in the field as, among other things, national project manager for the Dutch consortium's transition to open access.
The assignment starts in June with interviews with selected organisations within the consortium and international experts, and concludes with a final report in October 2019.
