The project’s aim is to encourage the use of OER (Open Educational Resources) among university teachers. 6 regional seminars will be organised at chosen higher education institutions (HEIs) to inform the teachers of OER, Creative Commons etc and to start a discussion and debate there. In addition the project is planning a workshop about OER at the conference NU2010 in October. OER will be illustrated with regard to the legal aspects, university policies, and questions about agreements and incentives for the individual teacher. Examples of creation, storage and search ability and usage will be illuminated.
The project will also be marketing Open Educational Resources in social media and develop a collaboration between HEIs concerning information, storing and linking of OER. The project is carried out by the Nätverk för IT I Högre Utbildning (ITHU) which has contacts at most of the HEIs. It will be coordinated by an OER work group by ITHU. The project “Model for increased usage of open digital learning resources” will be a cooperation partner.

The aim of this project is to create a model for sharing open digital learning resources at the university, for information and education on all levels as well as a technical investigation of the requirements for connecting the learning platform with the institutional repository. The aim is to:
• Gather information and basic data for the university management for making policy guidelines regarding OER.
• Creating teaching material and arrange training for teachers at the university regarding different aspects of OER.
• Testing and creating structures for connecting the learning platform PING PONG with the open archive BADA at the university.
Library and Learning Resources, Centre for Learning and Teaching, and the legal department at the university will be taking part in the project. Centre for Learning and Teaching is the initiator of the project. They will collaborate with the "OER- resources for learning" project, in particular regarding the seminar series.
Retro digitalization of current research in Humanities and Social sciences

The project will digitalize and publish researcher’s printed publications in several subjects of the humanities and social sciences. The aim is both published material before employment at the HEI as well as during the employment. The digitalized material will be open access in both SwePub and Libris via the open archives at the participating HEI. By permitting open access to the material in the open archives, the visibility will increase for both the individual researcher as well as the HEI, and other researchers will be encouraged to make their material accessible and the use of the original publications in, e.g. teaching, will increase.
The process needs to be scalable in order to take care of a more extensive material from a larger number of researchers. A logistically simple and cost efficient system for this is to be found. Each participating HEI will choose two researchers whose printed production will be digitalized and the copyrights for publishing the material digitally and open access will be collected. The HEI will work together with questions concerning the copyright, in the form of contacting business representatives as well as researchers and HEI management. The HEI will jointly make a written form to be used in contacts with the publishers.

The aim with this project is to introduce the research about usage- and download data from open archives. During the autumn semester 2010 there will be a workshop where usage data and its future significance will be discussed.
Today there are several research projects concerned with how to use usage data in order to understand the new ways of how science is communicated. In this project we will concentrate on the research about the metrics produced by the usage of open archives. The key issue in this scientific field is to develop secure and reliable statistic analysis for the usage of the objects deposited in open archives. With the increasing efforts to evaluate science in different ways it is important to understand the metrics from open archives.
In this project we will invite researchers within this scientific field and others interested in the topic at a national level. The aim is to examine how usage metrics can provide new knowledge about how science is communicated through open archives and if it also can be a tool in the future evaluation of science.

The first aim of this project is to carry out a survey of the types of publications that are produced within the artistic higher education institutions in Sweden.
The results will be used as the basis for metadata format recommendations built on interoperability between the local publishing systems and the national ones.
It is particularly important that the proposed metadata model is compatible with Libris, the Swedish national union catalogue, which is also hosting SwePub, the forthcoming national database of Swedish research publications, as well as Uppsök – the national database for student papers.
Finally, a prototype for user-friendly registration interfaces and visually attractive public display on the web of these publications will also be developed in the project.

The purpose of the project is to explore opportunities for Nordic scholars within the humanities and legal science in open access publishing and parallel publishing. Compared to publishing patterns within science, technology and medicine (STM), publishing in the humanities and legal science most commonly occurs in the form of national publications and books. Despite these differences, information material about OA and parallel publishing is usually based on publishing patterns within the STM areas. It is not clear how different publishers of humanistic and legal literature position themselves towards OA and parallel publishing, especially concerning genres such as monographs and anthologies. Apart from mapping out already existing alternatives, this project will target Nordic publishers’ attitudes and discussions regarding OA and parallel publishing. Publishers of journals, monographs, anthologies, and festschrifts will be included. The project will result in information material directed not only towards researchers within the humanities and legal science but which could also be used by other practitioners, such as librarians, within the field of scholarly communication.

The DOAJ service covers freely accessible, full text, quality controlled scientific and scholarly journals. Its aim is to cover all subjects and languages. The service is internationally well known and higly respected. It is run by Lund University Libraries. The National Library of Sweden originally co-financed the development of the service and is one of the sponsors for the further development and maintenance of the service since 2005.

Open Access information, English pages
Open Access to scientific publications in a digital format is a prominent trend in scientific communication today. Scientists, funders and the general public are all recognising the advantages brought about by faster and wider dissemination of information through Open Access.
The Nobel Prize is the world’s most prestigious scientific award, highlighting truly groundbreaking research and providing a window to the world of research to the general public.
The pilot project involves the creation of a work-flow and a method for the achievement of free and open access to key publications of Nobel Laureates in physics, chemistry and physiology or medicine at Nobelprize.org. The pilot project will investigate publisher and copyright issues, accessibility to materials from different time periods, etc. Three Nobel Laureates from each Nobel Prize category and from each of three identified time periods will be selected to be included in the pilot project.
The pilot project will not only result in free, world-wide access to some of the 20th century’s key scientific publications, but will also draw further attention to Open Access as an alternative way of publishing.
After the pilot project a project plan will be developed for a full scale Open Access project, including key publications of all Nobel Laureates in physics, chemistry and physiology or medicine.
Nobel Web manages Nobelprize.org, the official web site of the Nobel Foundation. Providing a wealth of background to every Nobel Prize since 1901, the site presents the Nobel Lectures, biographies, interviews, photos, articles, video clips, press releases, educational games and more information about the Nobel Prize, the Nobel Laureates and their works.
Lund University Libraries’ head office has experience in working with Open Access publishing, in running an institutional repository and in developing and maintaining library internet services. The library is furthermore in possession of large literature collections whereof much older material will be readily available for digitization, an area where the library already has experience and equipment.
The Royal Swedish Academy of Sciences and the Nobel Assembly at Karolinska Institutet, respectively, who manage the nomination- and selection processes of the Nobel Laureates in physics, chemistry and physiology or medicine, will secure the quality of the selection of key publications.

The desired target results of the project were:
- Analysis of significant issues when scientific journals consider and execute a transition to Open Access publishing, and presentation of such analyses and the ensuing recommendations in written and electronic media
- Improvements in the computational infrastructure for operating a journal in Open Access mode, and analysis of its ramifications
- Creation of a network of stakeholders in Open Access publishing in the Nordic countries
- Strengthening Nordic university libraries and other university units in their publishing efforts and in their efforts to inform about this.
The project supports the transition of scientific or learned nordic journals to Open Access mode, either by supporting the transition of existing journals or the creation of new ones. The purpose is to provide information and tools for those university based organisations that serve as publishers for these Open Access journals, including both university libraries, university (electronic) presses, and others like these.
The project is organized as six work groups (WG) that address different aspects of the overall topic of the project, like editorial software systems, business models, communication platforms, copyright support, low volume printing ang governmental funding policies. .

Summary of the final report
Open Journal Systems
During the the project period the open source software Open Journal Systems (OJS) became the dominant OA journal publishing system in the Nordic countries.
The project made an inventory of Nordic journals using OJS and translated OJS to Danish, Swedish, Norwegian and Finnish.
In March 2010 it arranged a hands-on workshop in using OJS for journal editors and hosts that received great interest. As a result of the project a Nordic OJS user group has been established.
Economic models
The project has made surveys and tests of economic models for present OA journals in the Nordic countries. It has looked into Author-pays and Hybrid models for Open Access and reported a case study of a central university fund for OA publishing fees.
Other activities
Copyright practice among nordic scientific journals has been studied and reported.
A case study has been made of the conversion to Open Access of a well established Finnish scientific journal in combination with retrodigitization.
The project has contributed to publish The Online Guide to Open Access Journals Publishing as an interactive web site connected to the Directory of Open Access Journals.
Results of the project have been communicated by the website, by a Nordic one-day seminar with a large audience in November 2009 by the the practical workshop mentioned above
Funding
The project as a whole was funded by the Nordbib programme. The Swedish partners also had co-funding from the National Library of Sweden and the Swedish Research Council through the Open Access.se programme.

The final report describes the results in different areas and presents a bibliography of publications by the participants as well as available presentations on NOAP workshops.
Copyright in a new publishing environment
The copyright issues in scientific communication have a crucial role in moving to an Open Access model for scientific publishing. The project aims at providing all academic users with practical, uncomplicated and updated information about copyright connected to scientific communication. The project will
- survey actual legal practice at Swedish institutions of higher education
- report on interesting cases of legal practice from foreign institutions of higher education
- illuminate the relations between author and institution, researcher and publisher, law and contract.
The project will use several channels of communication: a new website, a manual with a focus on practical situations, courses and seminars.
The project is co-funded by the Swedish Research Council. The project is funded for a first phase 2007-2008, followed by an external evaluation before deciding on future funding.

Unified access to and reporting of Swedish scientific publications
At the moment it is not possible, but soon you will be able to access the total Swedish research publishing output at a single place. A planned new service aims to improve the accessibility and visibility of research publications created by Swedish researchers, including a growing share of Open Access web publications. It will also provide a secure infrastructure for the reporting of research output.
The National Library of Sweden has granted 1.5 million SEK via the development programme OpenAccess.se to a project led by the university libraries of Uppsala, Lund and Gothenburg in cooperation with the Department for National Cooperation at the National Library.
Unified access to and reporting of Swedish scientific publications.
The project will develop a service that
- Harvests metadata for all Swedish scientific publications from the publication databases of all Higher Education institutions
- Makes the metadata accessible for searching by end users and for harvesting to other services
- Facilitates the use of the metadata for the reporting and analysis of the Swedish scientific publishing output.
The strategic aim is to
- Improve the visibility of Swedish scientific publications
- Improve the accessibility of Swedish scientific publications
- Increase the share of Swedish scientific publications that is Open Access
- Provide a unified and comparable basis for reporting of Swedish scientific publishing output
- Provide incentives for institutional publication databases to increase their coverage and adhere to common standards.
The focus of the project will be to
- Analyze the current national metadata format recommendations and develop a specification of requirements for the search service
- Communicate with all institutions of Higher Education about participation in the service
- Create promotional material and market the service
- Develop tools to use metadata from the search service as a basis for the reporting and analysis of Swedish scientific publishing output.
Based on the specification of requirements within the project, the Department for National Cooperation within the National Library of Sweden will develop technical solutions for harvesting data and creating the actual search service that will be available within the LIBRIS national library system, both as a specific search service and as a part of LIBRIS WebSearch.
The project is led by Uppsala University Library in cooperation with Gothenburg University Library, Lund University Libraries and the Department for National Cooperation of the National Library of Sweden.
